Organizations that offer a powerful learning environment to their employees tend to be more innovative and to provide better quality than those that do so to a lesser extent. This hypothesis has been explored and tested in a large number of institutions of Public Health and Welfare in the Netherlands. The research described provides promising data to support the theory tested. Furthermore the project lead to the construction of a diagnostic instrument for organisations to analyse their own work environment as for its quality as a learning environment.
